CCTV Operator Training Service
We are able to provide training for your staff to achieve the City & Guilds 1904 Level 2 Certificate for CCTV Operators (SIA approved course). The qualification is suitable for CCTV control room operators or those operating an Approved Device such as a CCTV SMARTCar used for Civil Enforcement purposes.

Civil Enforcement Planning
The Clean Neighbourhoods and Environment Act 2005 is changing the approach to Civil Enforcement. This legislation effectively brings under one umbrella a whole raft of separate legislation, making it easier for Local Authorities to deal with unsociable practices such as dog fouling, litter and abandoned vehicles. We can provide a one day introduction to the Clean Neighbourhoods and Environment Act 2005 and prepare an Action Plan tailored to your Local Authority’s requirements. Following on from this, we can train your Community Warden staff to achieve the City & Guilds 1905 Level 2 Certificate in Community Safety for accredited persons.

Conflict Management Planning
This service is of particular interest for Managers of front line staff, dealing with the public, who may encounter violent or threatening behaviour in the course of undertaking their duties. The service consists of a visit to your workplace, discussion & workshop with the manager & staff to identify problem areas and a report giving recommendations, including options for staff training.

Planning Application Assessments
Gary Kay Smith can produce these on behalf of Developers. Projects can range from small scale housing sites through to large commercial developments. Where necessary, we can produce Transport Impact Assessments and Parking Accumulation Surveys to ensure that the Highway aspects of your Planning Application will gain Local Authority approval.
We provide a checking service for Local Authorities who need to assess the likely impact of a developer’s Planning Application, on the Highway Network.
Highways Act 1980 & Town and Country Planning Act 1990
We can assist with the preparation of Section 38/278 Agreements of the 1980 Act and Section 106 Agreement of the 1990 Act, ensuring a balanced approach to offset the impact of the development by negotiating the most appropriate solutions for our Client.

Parking
Effective parking control has become a necessity in most large towns and cities, up and down the country. Under the powers of the Road Traffic Act 1991, Local Authorities have increasingly used their own (or contracted out) Parking Attendants to regulate Civil Parking Contraventions. As of 31st March 2008, Local Authorities will regulate parking under the powers of the Traffic Management Act 2004, which makes provision for a number of changes to the way that parking is managed and enforced. We have extensive experience in this field and can provide the following services.

Review of Parking Controls
Critical to the validity of any CPE scheme is the accuracy of the signs, road markings and the Traffic Regulation Order. Any inaccuracies are likely to result in the Local Authority losing cases at Appeal. A well maintained, map based, inventory of signs and lines is essential for the smooth running of both on and off-street parking operations and for the production of maintenance schedules.
We can undertake a sample assessment of your existing signs and lines or undertake a full and detailed review, depending on your requirements. Signs and lines are checked for compliance with the latest version of the Traffic Signs Manual and the Traffic Signs Regulations and General Directions. An assessment of their condition is also provided. For a sample assessment, a report is prepared with recommendations for changes and areas requiring further investigation.
For a new CPE scheme, a full review of all signs and lines must be undertaken in conjunction with a new consolidated Traffic Regulation Order. This service involves site visits, GIS mapping of asset data (signs & lines) using the latest GPS enabled equipment and software, digital photographs and the preparation of a new consolidated Traffic Regulation Order.
