Accreditations

Gary Kay Smith Ltd is an Approved City & Guilds Centre and an
Approved ILM Centre with a growing portfolio of courses. We have a
training office in Harlow, with Training Facilities, where we run a
regular programme of open courses. In addition, we are a fully
mobile training provider and can deliver both City & Guilds and ILM
courses at your nominated venue (venue must meet City & Guilds/ILM
criteria).
Why do my staff need training?
The British Parking Association (BPA) emphasise that consistent,
nationally recognised training is a major factor in raising industry
standards, and in particular, the standard of parking enforcement.
Currently, Civil Enforcement Officer basic job training is
fragmented and may differ considerably from one part of the country
to another (sometimes even between neighbouring authorities). These
inconsistent practices are cited as one of the public's greatest
concerns.
Sector Skills Strategy
In recognition of this situation, the British Parking Association
commissioned an extensive survey, during February 2006, of staff
working in the Parking Industry, to establish the current skills
gaps across all levels of staff. This has lead to the development of
the Sector Skills Strategy which will provide an educational
framework for all parking professionals. As well as the need to
improve Industry and legislation knowledge, the Sector Skills
Strategy has identified that customer service skills, aggression /
conflict management skills and Health & Safety knowledge are
essential to those working in the Parking Industry.
Gary Kay Smith Ltd provides a range of City & Guilds and ILM
Courses, all specifically aimed at addressing the skills
requirements of the Parking and Security Sectors. We aim to tailor
training packages to suit the specific requirements of each client
and can provide courses leading to more than one qualification, if
required.
All of the City and Guilds qualifications that we offer are
Accredited by the Qualifications and Curriculum Authority as
National Qualifications. As such they are listed on the National
Database of Accredited Qualifications.

PARKING AND COMMUNITY SAFETY
1950 City & Guilds Level 2 Award for Parking Enforcement Officers
1916 City & Guilds Level 3 Award in Notice Processing
Having played an important role in its development as a member of
the City & Guilds Development Panel, we are now able to offer the
City & Guilds 1950 Level 2 Award for parking Enforcement Officers,
as sponsored by the British Parking Association (which replaces the
1889 Level 2 Certificate for Civil Enforcement Officers (Parking)).
This new qualification reflects the changes introduced by Part 6 of
the Traffic Management Act 2004 and the recommendations of the
Sector Skills Strategy. The 1950 qualification would be suitable for
existing Car Park Attendants, where the Local Authority is planning
to introduce a Civil Parking Enforcement regime. We also offer the
Level 3 qualification which is suitable for Notice Processors,
Supervisors and Managers.

1905 City & Guilds Level 2 Certificate in Community Safety for
Accredited Persons
We can train your Community Warden staff to achieve the City &
Guilds 1905 Level 2 Certificate in Community Safety for Accredited
Persons.
The Clean Neighbourhoods and Environment Act 2005 is changing the
approach to Civil Enforcement. This legislation effectively brings
under one umbrella a whole raft of separate legislation, making it
easier for Local Authorities to deal with unsociable practices such
as dog fouling, litter and abandoned vehicles. This qualification
ensures that Community Warden staff have the necessary knowledge to
provide a professional service in the Civil Enforcement environment.

SECURITY SYSTEMS
1904 City & Guilds Level 2 Certificate for CCTV operators (Public
Space Surveillance) (SIA approved)
We are able to offer this qualification which will help prospective
CCTV operators to obtain their SIA Licence to practise within the
Public Space Surveillance Industry. The course is equally suited to
the CCTV Control Room and mobile enforcement vehicles such as those
used by Civil Enforcement Officers for parking enforcement
activities. Where mobile enforcement training is required, we have
available a vehicle to assist with the Assignment aspect of this
qualification.

SECURITY GUARDING
1892 City & Guilds Level 2 Licence to Practice in the Private
Security Industry
We can train Security staff to obtain their SIA Licence to Practice
within either the Public Space Surveillance Industry or the Security
Guarding Industry.

HEALTH AND SAFETY
3682 Level 2 Certificate Health and Safety for the Workplace
This is one of City & Guilds' fastest growing vocational
qualifications. This generic qualification is designed to ensure
employees have basic health and safety knowledge and assesses
awareness of essential workplace health & safety issues. It helps
employers to fulfil their legal obligations in this area and
promotes safe working and a risk management culture. We are also
able to offer this course from our Harlow venue.

We are able to offer this qualification either in its generic form
or tailor made for those working in any specific Industry. It is
particularly suitable for all those with direct contact with members
